tunnel_not_provisioned

No Tunnel yet. Answered with 409.

What it means

A raw-TCP port is claimed on an Identity's Tunnel, and the Identity named has none that is live: its provisioning saga has not reached the tunnel step, or it is being torn down and the Tunnel is already withdrawn.

What to do

Poll GET /api/identities/{handle} until status is ready, then ask again. An Identity that is being deleted never gets a Tunnel back.
