That erasure is not waiting for a human. Answered with 409.
What it means
A Staff Console resume named a tombstone that is not a stalled account deletion: an Identity erasure, a run that is still going, one that finished, or one another staff member resumed a moment earlier. Only a run that gave up can be put back on the worker.
What to do
Read GET /staff/erasures again. A run that is going needs no resume, and a finished one cannot be started.
