Signup is closed. Answered with 403.

What it means

The Registration State is closed: the deployment is not creating Orgs at all, and no invite code changes that. Its own code rather than signup_closed, whose advice is to send the code you were given, which under this state is advice a client would sit and act on.

What to do

Nothing to retry and no code to find. Signing in to an Org that already exists is unaffected, and GET /api/auth/registration says which of the two states the deployment is in.
